AbstractThis briefing discusses the needs and progress made in developing the Boeing Phantom Eye Hydrogen Powered HALE. The slides present a clear example of how high altitude operations, in the stratosphere, not only optimize sensing performance, but also reduce costs and logistics. The number of platforms required to provide coverage over an area is greatly reduced with higher altitude platforms. This is supported by long range sensing. Having high altitude isn’t enough, endurance on station allows the number of sorties per platform to be greatly reduced and with it all of the logistics costs. The video shows the flight demonstrator in action at Edwards AFB. The flight control system technology, called observer-based loop transfer recovery, and its variants, provides robust control of aircraft with very flexible wings. The slides describing the approach highlight the design features used to provide robustness and performance.
