AbstractThe FAA achieved 28 of 31 Performance Targets in FY09. Karlin Toner has been named as the new director of the Joint Program and Development Office. This office now reports jointly to the Secretary of Transportation and the FAA Deputy Administrator.

At the request of the FAA, the RTCA convened a taskforce on NextGen mid-term implementation (i.e. through 2018). The taskforce’s Report:
- Documented commitments by the FAA and industry
- Prioritized operational capability sets into 5 domains
- Defined 2 cross cutting capabilities
- Made 4 overarching recommendations
- Defined what, where, who, when
- Recommended acceleration and business case strategies

Some of the Report’s messages are:
- The FAA will focus on near-term operational benefits
- An FAA commitment to a near term delivery schedule
- Users are active participants
- Focus on difficult near-term transition issues
- Best equipped = Best served
- Users will support infrastructure projects only if there is a “clear and unambiguous path to immediate and tangible benefits”

The FAA will issue an Implementation Plan of the Report’s recommendations on
March 6. In the interim, a response is available:

In addition to infrastructure improvements, components in an improved 2018 National Airspace System include the expansion of some current services (e.g. ADS-B, ASDE-X, RNAV/RNP) and the implementation of digital data communications. The FY11 NextGen budget request is $1.1B, a one-third increase over FY10.

Some current system improvements include:
Automated Dependant Surveillance Broadcast (ADS-B) has been implemented in the Gulf of Mexico. It was done in partnership with helicopter operators, the Helicopter Association International and oil and natural gas companies. There are significant cost savings due, in part, to reduced separation standards 5 nmi vs 20x20 nmi “boxes”.

Wide Area Augmentation System, Localizer Performance with Vertical Guidance (WAAS LPV) approach procedures continue to be published (over 1975 to date). Horizon Air completed the first Part 121 approach on December 30, 2009 at Portland, Oregon. (The ILS was out of service.) Horizon will equip 40 Bombardier Q400s with the avionics necessary for WAAS/LPV operations:
UNS-1Ew WAAS/SBAS-FMS (Universal Avionics).
