AbstractDespite an outstanding safety record in 2007, the Federal Aviation Administration only met 24 of 29 performance goals. (Organizational success is defined as meeting 26 goals.) The 5 missed goals are in Safety, Capacity and Organizational Excellence. In 2008, the “Fatal Accident Rate” metric has been changed to “Fatality Rate” to provide a better measure of risk. Some recent events include the FAA approval of 4 Gulfstream Aerospace jet models for required navigation performance approaches, the planned implementation of Automated Dependant Surveillance-Broadcast in the Gulf of Mexico by 2009, the Department of Homeland Security 2009 budget request for $34.5M for eLORAN as a GPS backup and Reduced Vertical Separation Minimum implementation by the Civil Aviation Authority of China in their sovereign airspace. The FAA provided considerable assistance in this effort.

The Enroute Automation Modernization program met several key milestones and the system is currently undergoing site acceptance testing at the Salt Lake City Air Route Traffic Control Center (ARTCC). Atlanta ARTCC, the 20th and final site, will be operational in March 2010. ERAM replaces 1990s hardware and 1960s-2000s software of the automated air traffic control system. ERAM is a foundational system for the Next Generation Air Transportation System.

FAA efforts in Unmanned Aircraft Systems continue – participation in RTCA 203 (standards development), completion of initial safety analysis, plans for a lab at the Technical Center, Coast Guard collaboration discussions, and cooperation with the Department of Defense Joint Integrated Product Team on modeling, simulation and a ground-based sense and avoid capability. Also, a spectrum analysis is being conducted for the Miami-Dade and the Houston police departments to determine required communications performance for Micro Air Vehicles (MAVs) and any adverse effects that the MAVs may have on FAA navigation aids. A Honeywell gas-powered MAV (gMAV), to be used by these departments, was awarded an FAA Experimental Airworthiness Certificate.
