AbstractThere have been significant changes in the FAA since August 2002: Marion Blakey began a 5 year team as Administrator, several long established projects were restructured or cancelled, Russ Chew became the FAA Chief Operations Officer (COO) and the FAA published “Flight Plan 2004-2008”. The COO is responsible for research, acquisition, and operations. This last includes air traffic controllers, flight service station specialists and facility engineers and technicians. “Flight Plan 2004-2008” defines a number of goals, strategies, initiatives and performance measures. A number of projects and efforts are of interest to the SAE Aerospace Control and Guidance—GPS based systems, surface traffic control, accommodation of UAVs in the National Airspace System, and Automated Dependent Surveillance-Broadcast (ADS-B). ADS-B includes the aircraft broadcast of own position to other aircraft and ground sensors, the utilization of this data (along with radar data, if available) by air traffic controllers and the broadcast of data (aircraft position, weather, NOTAMS) to ADS-B equipped aircraft. Considerable progress has been made for an ADS-B capability in all types of aircraft. The FAA has the CAPSTONE program in Alaska to equip general aviation aircraft and provide ADS-B Services to enhance safety.
