AbstractWith four aircraft now flying at Sikorsky’s test range in West Palm Beach, Florida, a considerable amount of flight data is being generated. Funding from NAVAIR, through Engility Corporation, Mitchell Aerospace Research (MAR) is performing an independent analysis of selected portions of the data. This consists of automated chirps and pilot-generated frequency sweeps, and execution of ADS-33E-PRF Mission Task Elements (MTEs) for handling qualities evaluations. Focus on current flights is on optimization of the flight control system, but soon the focus will shift to compliance testing for ADS-33E-PRF, including both quantitative and qualitative tests. MAR will be actively involved with the compliance tests.
Work continues at the Air Force Test Pilot School on merger of two phases (Performance and Flying Qualities) into a single Flight Sciences phase. This is allowing Dr. Chris Cotting the opportunity to modernize the Performance academics and to continue to improve Flying Qualities instruction. MAR is in the fourth year of a five-year contract with the Air Force to provide support for curriculum development and to deliver the new material to students through academic instruction.
Other work at MAR consists of ongoing technical support (for the past 17 years!) for the V-22 program, and two Phase I SBIR efforts with Systems Technology, Inc. (STI): definition of handling qualities requirements for UAS, and development of a HUD guidance system for F/A-18E/F aircraft that is complementary with the advanced MAGIC CARPET control laws for carrier landings.
On the near horizon is a large amount of work on modernization of the FAA’s CFR 14 regulations (aka Federal Aviation Regulations) for certification of civil aircraft. Work is ongoing for a total rewrite of Parts 27 and 27 for helicopters. FAA has been promising multiple research contracts for Part 23 (small airplane) revisions, and contracts are expected to be issued very soon. It is not clear when or if similar work on large-scale changes will be starting for Part 25 regulations (transport airplanes).
